In early 2025, President Donald Trump initiated a renewed diplomatic effort to address Iran's nuclear program, aiming to prevent the development of nuclear weapons and promote regional stability. This marked a significant shift from his earlier "maximum pressure" strategy, which involved withdrawing from the 2015 Joint Comprehensive Plan of Action (JCPOA) and imposing stringent sanctions on Iran.​


Initiation of Dialogue
On March 7, 2025, President Trump publicly disclosed that he had sent a letter to Iran's Supreme Leader Ayatollah Ali Khamenei, expressing a desire to resume nuclear negotiations. While Iran initially dismissed the overture, labeling it as "bullying," subsequent communications indicated a willingness to engage in indirect talks mediated by Oman. This led to the first round of discussions in Muscat on April 12, followed by a second round in Rome on April 19, involving U.S. Special Envoy Steve Witkoff and Iranian Foreign Minister Abbas Araghchi

The negotiations have centered on several critical issues:​
  • Uranium Enrichment: The U.S. demands that Iran cease all uranium enrichment activities, while Iran insists on its right to peaceful nuclear energy, refusing to abandon enrichment entirely 
  • Sanctions Relief: Iran seeks the lifting of economic sanctions, particularly those affecting its oil exports and financial transactions.​
  • Regional Activities: The U.S. has called for Iran to halt support for proxy groups in the Middle East, including Hezbollah and the Houthis.​

Iran has proposed a three-step plan involving access to frozen funds, limitations on enrichment, and eventual sanctions relief, contingent upon compliance with the Non-Proliferation Treaty and other measures


Internal Dynamics and International Reactions
Within the Trump administration, there is a divergence of views on the negotiations. While Special Envoy Witkoff advocates for a pragmatic approach, Secretary of State Marco Rubio maintains a hardline stance, insisting on the complete cessation of enrichment activities .​


The exclusion of European allies from the talks has drawn criticism, with concerns that sidelining experienced negotiators from the original JCPOA may hinder progress .​

As negotiations continue, the outcome remains uncertain. The U.S. has emphasized the urgency of reaching an agreement, with President Trump warning of "great danger" if talks fail .
